I have the honour to address you on the
subject of the emoluments of Mr. J. C. Wilden, Revenue Officer, in the Imports and Exports Department.

Mr. Wilden joined the service as a Police Constable in 1900 and was appointed to his present position in 1909 on a salary of £240 a year rising to £270 by £15 triennial. -ly. He has therefore nearly 18 years service and has been in receipt of his maximum salary for 3 years. His position com- -pares unfavourably with those of the Chief Detective Inspect- -or of Police, the First Bailiff of the Supreme Court, the Superintendent of Mails and others, the latter of whom joined the service as Police Constables at a later date than Mr. Wilden.
Mr. Wilden is, under the Superintendent,
in sole charge of the detective branch of the department. His duties are therefore much more strenuous than those of the other European Revenue Officers and his work has steadily increased since he joined the department. Originally dealing with liquor only he has had to include within his supervision morphine and cocaine, arms, Chinese coins, illicit opium and finally imports and exports generally.
